Illegal vending, spitting top residents’list of peeves

AMONG the top 10 behaviors deemed uncivilized by residents, according to the city’s legislature, are spitting, trampling urban greenery, making graffiti, throwing garbage from inside a vehicle or a high place, failing to quickly clean up pet waste in a public place, and smoking in a public nonsmoking area.

All of these behaviors have corresponding fines in the latest draft of new city regulations.

But in previous public surveys in June, residents considered illegally selling goods on a street as the most uncivilized behavior, although no penalty for that is included in the latest draft.

Illegally selling goods was followed by spitting, littering, putting up illegal stickers or graffiti and jumping a queue.

Some respondents argued that minor uncivilized behaviors, such as jumping a queue or smoking in a nonsmoking office area, would be unnecessarily subject to punishment.

Respondents also voted on which uncivilized behaviors would most deserve punishment. Littering from a high place or vehicle led that category.
