    RULE of law is key to Shenzhen securing its place as a respected international metropolis, said professionals attending a symposium in the city.

    Twelve members of Shenzhen’s consultant committee for its internationalization drive shared opinions and conferred with city leaders at Wuzhou Guest House in Futian District yesterday. Among the attendees were a number of noted scholars and entrepreneurs.

    “Shenzhen should pursue development in accordance with law and learn to protect its rights in the international arena. In addition, enterprises in Shenzhen should actively work to learn about the laws and rules of other nations,” said Li Zhaoxing, chairman of the consultant committee.

    Li served as Chinese ambassador to the United States between 1998 and 2001. He was China’s foreign minister between 2003 and 2007.

    Hu Dingxu, a council member of the Hong Kong-based Bauhinia Foundation Research Center, also stressed the importance of rule of law. “Rule of law is the basis of Hong Kong’s role as an international financial and commercial center which creates a fair competitive environment while guaranteeing the rights of individuals and institutions. Shenzhen can make use of the current development of Qianhai to pursue a sound rule of law environment,” said Hu.

    Chiang Lai-yuen, chief executive officer of Hong Kong-based Chen Hsong Group, said a sound rule of law environment should feature judicial organs’ execution of rights in strict accordance with law, as well as a complete, open and fair arbitration system. “The arbitration system is a sound and expeditious channel by which an international city may better deal with disputes,” said Chiang.

    Sun Kai-lit, honorary chairman of the Federation of Hong Kong Industries, suggested that Shenzhen learn from Hong Kong’s rule of law. “Shenzhen could make use of its legislative power to implement a flexible system of laws and innovate its legal environment,” said Sun.

    Consultants also stressed the importance of education, an English-language environment, medical care and cultural development in Shenzhen’s drive to become an international metropolis.

    The consultant committee, established in November last year, comprises 50 members from home and abroad. These include government officials, scholars and entrepreneurs.
