Duo accused of taking bribes for hukou

    AN official and a government employee of Pingshan New Area were accused of taking bribes totaling more than 3.5 million yuan (US$564,500) in exchange for illegally enabling ineligible applicants to acquire Shenzhen hukou, or household registration.

    He Weicai, director of the area’s human resource service center, reportedly collaborated with a center staff member, Nie Xiaoqing, to grant admission to more than 300 applicants in 2013. Their teamwork, in effect, was an illicit collaboration with a document-forging operation headed by Zhang Kuijian, according to the results of an official investigation.

    Early this year a city government inspection turned up 71 sets of falsified documents which had been approved by the area’s human resource service center.

    The subject documents are necessary credentials for applying for a Shenzhen hukou, and included were applicants’ diplomas and tax receipts.

    A subsequent investigation found He illegally allotted more than 200 hukou quotas to Zhang’s gang. He also worked with Nie and the gang to forge documents. In return, He allegedly was paid a total of 1.8 million yuan by Nie and Zhang, while Nie allegedly received 2.5 million yuan from Zhang.

    He and Nie have been transferred to Longgang procuratorate for prosecution.
