Ex-GZ district Party chief on trial

    THE former Party secretary of Baiyun District in Guangzhou stood trial at Shenzhen Intermediate People’s Court yesterday for allegedly taking bribes totaling 3 million yuan (US$487,500), thereby abusing power.

    Gu Wenyao, also director of the Education, Science, Culture and Health Work Committee of Guangzhou Municipal People’s Congress, was charged with seven counts of bribery, mainly related to promotions, project contracting and construction management.

    During his tenure as Party chief of Baiyun District, Gu took bribes at least eight times, totaling 1.07 million yuan, from his colleague, Zhong Xiangdong, vice head of Baiyun District Government, and members of the standing committee of the Baiyun Party committee, between 2003 and 2008.

    Zhong stood trial in Guangzhou this June for embezzlement and bribery of 2.07 million yuan.

    Gu also took 290,000 yuan and HK$50,000 (US$6,450) from another colleague, Liu Jiansheng, a member of the Party committee of Baiyun, between 2005 and 2009.

    Liu was sentenced to nine years in jail and fined 300,000 yuan for taking 2 million yuan in bribes last week.

    Gu also took bribes from various companies. According to prosecutors, he took 640,000 yuan and HK$80,000 from Chen Zhihong, general manager of Baiyun Hengfeng Industrial Co., between 2003 and 2013.

    He also accepted 1 million yuan in shares from Zhang Xinhua, chairman of Lange Group, between 2006 and 2009.

    Gu’s family gave back 2.27 million yuan in embezzled funds to the procuratorate in May this year.

    At the trial, Gu pleaded guilty, expressed regret and said he should be blamed for the crimes. Yet he disagreed with the two counts of taking bribes from his two colleagues, saying his family had paid back the funds.

    Gu, born in 1953, is a native of Zhejiang Province. He was appointed Party chief of Baiyun District in December 2002 and served there for seven years before he was transferred to a post at Guangzhou Municipal People’s Congress. Gu was investigated by the Party’s disciplinary inspection department in June last year and was officially charged by Shenzhen’s procuratorate in July this year.
