    To get a business license for Rongjian market, Mai gave 80,000 yuan to employees of Gongming Subdistrict Government as Spring Festival gifts.

    The market fire took place Dec. 11 last year and aside from the deceased, five were injured. Nine government employees were transferred to judicial departments for investigation on suspicion of dereliction of duty.

    The fire broke out in the wholesale market at 1:30 a.m. By that time, some tenants had boarded up their stores. It engulfed an area of 1,000 square meters and was put out in two hours.
