Relatives sue property developer over murder
     2014-September-16  08:53    Shenzhen Daily

A LOCAL family is suing a property management service provider for 2.3 million yuan (US$377,000) in compensation over the murder of an 18-year-old girl and the assault of her mother and younger sister in Pingshan New Area two years ago.

The victim, Zhong Dongling, met her boyfriend, Liu Hao, online in 2006, but tried to break up with him at the end of September in 2012. On Oct. 1, Liu threatened Zhong on the first floor of the building Zhong lived, stabbed her with a knife and then attacked her mother and sister after dragging Zhong up to her home on the second floor.

In September 2013, Liu was sentenced to death by Shenzhen Intermediate People’s Court, but he appealed. In May 2014, Guangdong Higher People’s Court dismissed the appeal, according to Shenzhen Evening News.

On Friday, Zhong’s mother, Lin Baochang, laid out her grievances against the property management company.

“We moved to the community for security, but what have you done to protect us?” Lin asked the defendant, Shum Yip Real Estate Management Company, in the courtroom.

According to previous verdicts, the property management staff didn’t respond to the attack immediately, and the guard on duty didn’t stop Liu from murdering Zhong when another resident reported the attack to a nearby security station.

Cameras installed in the housing community recorded the murder. “If people in the monitor room were watching the videos or if the patrolling guards had responded when they were asked for help, this tragedy could have been avoided,” said Lin, whose younger daughter was left with a scar on her face.

However, the defendant said they fulfilled their responsibilities specified in the agreement between the company and the family. “We are not obliged or able to stop any serious crime without adequate equipment, and we can’t ask security guards to fight with criminals under dangerous circumstances,” the defendant explained.

Fu Chengliang, the security guard on duty, went up to Zhong’s home and called for more guards by walkie-talkie after people reported a “fight” going on in the lobby. When Fu shouted at Liu while he was at Zhong’s home, Liu began to walk toward him with a knife. “I didn’t have anything with me for defense, so I called for backup,” Fu explained.

Another security guard, named Yu Xiaodong, said he was on duty in the basement when he got the news and also didn’t have anything to use in defense when he arrived at Zhong’s home. “After the two security guards had left, Liu continued to stab Zhong,” said Zhong’s mother.
