Villagers dismantle shops to protect local economy
     2014-October-30  08:53    Shenzhen Daily

ABOUT 50 people, including local villagers and law enforcement officers, forced business owners along Ruitang Road in Tangxiachong Village, Bao’an District, to leave and dismantle their shops earlier this month, local Chinese media reported.

The move is considered an act of revenge taken by Tang-xiachong villagers. The low cost of housing in Dongguan has attracted many Shenzhen workers to live there and has diverted revenue from which the village would otherwise benefit.

Tangxiachong Village in Songgang Subdistrict has an area of 7.5 square kilometers and has five industrial parks with about 150 enterprises and nearly 20,000 workers.

The village is just across a river from Chang’an Township in Dongguan. But the average monthly wage and living expenses there are higher than those in Dongguan, resulting in many people working in Shenzhen but living in Dongguan to save money.

Li Yi, 28, is one of these workers. Li said he earns an additional 1,000 yuan (US$163) a month by working in Shenzhen and saves about 200 yuan a month by living in Dongguan.

These workers come and go across the river every day, driving growth of the economies on both sides of the river. A variety of small businesses have sprung up in the area in recent years.

However, a group of people, including dozens of Tangxiachong villagers and six law enforcement officers, dismantled 45 shops on Ruitang Road along the riverbank in the village Oct. 10. They also announced that a bridge that connects the village and Chang’an Township in Dongguan will henceforth be blocked off.

Subdistrict officials, the local law enforcement department and the Tangxiachong Village Committee all said that it is the Tangxiachong villagers who initiated the dismantling of the shops and asked to block the bridge.

Some shop owners said that the villagers covet the investment and rental revenues that have been diverted to Dongguan due to the existence of easy access to the neighboring city.

If a worker spends 300 yuan a month on housing in Dongguan, 20,000 workers will spend 72 million yuan a year, they said.

An official report from Songgang Subdistrict also mentioned the economic losses incurred by Tangxiachong Village as a result of easy access to Dongguan.

What happened in Tangxiachong Village has worried some economic experts. Shenzhen is leading efforts to create a Shenzhen-Dongguan-Huizhou economic zone, but experts said local divergence of interests may hinder future progress.
