    Two-child policy

    China will ease family planning restrictions* to allow all couples to have two children after decades of the strict one-child policy, the Party said on Thursday.

    The announcement was made at the close of a key Party meeting focused on financial reforms and maintaining growth between 2016 and 2020 amid concerns over the country’s slowing economy. The change of policy is intended to balance population development and address the challenge of an aging population, according to a communique* issued after the meeting. The proposal must be approved by the top legislature before it is enacted.

    

    China’s richest title

    Wang Jianlin, chairman of Dalian Wanda Group, reclaimed the title of China’s richest man on the latest Forbes’ China Rich List after his net worth soared to US$30 billion from US$13.2 billion last year, the business magazine announced.

    Two big IPOs* in the past year — Wang’s real estate flagship* Wanda Commercial Properties and Wanda Cinema Line, one of China’s largest movie theater chains — propelled him to the top of this year’s list from the fourth richest in 2014, Forbes said.

    

    Spreading rumors

    People who publish false alarms about natural disasters, police notices or deliberately spread rumors on the Internet will be held for up to three years in prison if the spread of the false information has disturbed social order. Those whose rumor causes serious consequences* can be put behind bars for three to seven years.

    The punishments have been written into an amendment to the Criminal Law, which will take effect on November 1.

    

    Investor detained

    Xu Xiang, the manager of top-performing* Zexi Investment, one of China’s largest private money managers, has been detained by police, the Ministry of Public Security said.

    A brief statement issued on Monday through Xinhua News Agency said Xu was suspected of illegally obtaining inside information about the stock market and manipulating* prices.
