City to improve management of waste disposal sites

    THE city government released a work plan to enhance the prevention of waste pollution. The plan specifies that real estate projects shall not be built near waste disposal sites, the Southern Metropolis Daily reported Thursday.

    According to the work plan, the government will evaluate the pollution status of five municipal waste disposal facilities on Qingshuihe, Honghualing, Laohukeng, Pingshan and Baigehe and will come up with technical plans to improve environmental management in these areas by the end of next year.

    The work plan notes that real estate projects, schools, hospitals and other densely populated buildings shall not be constructed near household waste landfills, garbage incinerators or sludge disposal plants.

    The government will evaluate the land-use plans for the reserved land and surrounding land of five hazardous waste disposal facilities by the end of next year. Environmental quality monitors will be installed near household waste landfills, garbage incinerators and sludge disposal plants.

    The government will formulate management standards for solid waste disposal in accordance with international standards and will draw experience from Hong Kong. A support system will be set up to promote the application of waste recycling research.

    An upgrade project will be completed for the Yantian garbage incinerator before June next year, and flue-gas treatment and ventilation systems will be put into use in four garbage incinerators in Nanshan, Laohukeng and Pinghu.

    Three main garbage incinerators in Shenzhen will be able to dispose of 18,000 tons of household waste by the end of 2018. Meanwhile, kitchen waste disposal facilities will be constructed in Futian and Bao’an districts and Pingshan, Longhua and Dapeng new areas.

    Several waste landfills in Shenzhen are facing huge challenges as their disposal capacities fail to meet the soaring demand. For instance, the Laohukeng waste landfill in Longhua New Area has stopped taking in garbage since January, while the Qingshuihe waste landfill also called a halt to accepting garbage since April.

    Around 260 tons of rubbish are generated in Longhua New Area each day, and the authority has to transport the rubbish to rural areas for disposal via two waste transfer stations, which have received many complaints from nearby residents. (Zhang Yang)
