THE rising area of eastern Shenzhen, Pingshan, is now home to three state-level industrial parks, namely the Shenzhen National Biological Industry Base, a new-energy automobile base and a national export and processing industrial zone. The three industrial parks are all settled in the comprehensive Pingshan National High-tech Development Zone that covers an area of 51.6 square kilometers in Pingshan. High-tech is Pingshan’s pillar industry, representing 62.1 percent of its industrial output value. By September 2016, Pingshan had seen 117 high-tech companies settled in the area, with 107 of them defined as state high-tech enterprises. Shenzhen is one of the first batch of three national bio-industry bases approved by the National Development and Reform Commission in 2005. The core area of the Shenzhen Base is located in the northeast of Pingshan and covers a planned area of 3.29 square meters. At present, there have been over 24 biological enterprises in the base with total investment of about 10 billion yuan (US$ 1.46 billion), including a Global 500 enterprise (Sanofi-Pasteur) and six listed companies (Hepalink, Salubris Pharmaceuticals, Edan, Hybio Pharmaceutical, Accord Pharmaceutical and Welld,) which mainly covers such fields as bio-pharmaceuticals, medical devices, traditional Chinese medicine and medicine logistics. The new-energy automobile base is located in the northeast of Pingshan, adjacent to the Daya Bay Development Zone and Huizhou. The base is focusing on developing new-energy automobiles by manufacturing batteries with green energy for automobiles and provides a favorable environment for carmakers with technological and financial supports. Shenzhen Export Processing Zone is another industrial park in the high-tech development zone in Pingshan. Approved by the State Council in April 2000, the zone is supervised exclusively by Shenzhen Customs.
