Pony Ma brings proposals around Internet Plus

MA HUATENG, chairman and CEO of Tencent and a deputy from Shenzhen, brought eight proposals to the 13th National People’s Congress, such as “Digital China,” industrial Internet, digital culture, financial security, medical health and training young innovative talents, Shenzhen Economic Daily reported yesterday.

In the proposal on speeding up the construction of a digital China to improve the people’s livelihood, Ma said that the Internet industry played an important role in fulfilling the aim by integrating many sectors, such as economy, culture, education and livelihood.

Ma proposed that the existing data platforms be integrated and that the construction of major digital infrastructure be promoted step by step. Public data should be able to be accessed by the masses and demonstration projects of those data platforms should be conducted in sectors or regions where conditions permit.

At the same time, Ma suggested that social forces be encouraged to participate in the establishment of “Digital China” to promote basic scientific research, formulate basic standards, construct an international cyberspace governance system and expand China’s voice and influence.

In the proposal on speeding up the development of industrial Internet, Ma suggested building an industrial Internet platform up to international standards to promote the upgrade of the real economy. Cloud usage will become an important measure of the digital economy.

In the proposal, Ma said that in-depth integration of the Internet and the real economy is needed to create a digital ecological community.

In the field of culture, there is the obvious problem of uneven distribution and use of cultural resources.

Ma proposed to give full play to the potential of science and technology, making it a boon to cultural development.

“Through the integration of innovation in science and technology + culture, we will create cultural IPs (intellectual property) with traditional Chinese characteristics. Many traditional IPs, such as The Great Wall of China and The Palace Museum, have cooperated with Tencent and have been invigorated with the application of AR, VR and AI technologies,” said Ma at a news briefing Sunday.

Ma proposed to encourage the innovation of cultural content and to promote industrial transformation and upgrading, as well as the innovation and upgrading of policies and regulations, and the creation of a favorable industrial development environment for the healthy and sustainable development of the industry.

In the financial arena, digital technologies not only support business innovation but also support risk prevention.

Ma proposed that a joint prevention and control system and a hierarchical response system be set up to give early warnings of illegal financial business. Ma proposed the development and application of AI technologies toward the prevention of financial risks and utilizing innovative technologies to upgrade and improve the financial regulatory system in order to promote data sharing, which breaks the risk of data fragmentation.

In health care, Ma proposed accelerating the application of digital technologies and promoting the balanced development of medical resources and service capabilities. On the one hand, technologies such as artificial intelligence can be first promoted in the underdeveloped areas. Through AR, VR and livestreaming, community doctors can remotely consult and exchange information with experts to facilitate the balanced deployment of medical resources. On the other hand, online medical services covering the whole process, such as electronic medical records and prescription flow based on technologies such as blockchain, as well as the intelligent management of hospital services on the cloud and surrounding areas will also greatly enhance hospitals’ service and management capabilities.
