Blueprint released on institutional reform

A KEY blueprint for improving the Communist Party of China’s leading role in various areas and optimizing government institutions was unveiled and published on Sunday by Xinhua News Agency.

The CPC Central Committee’s decision to deepen institutional reforms was adopted at the Third Plenary Session of the 19th CPC Central Committee, which concluded Wednesday.

Supervisory commissions at the national, provincial, municipal and county levels will be set up to work alongside the Party’s disciplinary inspection organs and realize full oversight over all public servants, the document said.

The Party’s leading efforts should be further improved to better guide major missions that matter both to the Party and to the country’s big picture.

The CPC Central Committee’s organizations intended for discussing and coordinating policymaking should operate as led by the committee’s Political Bureau and its Standing Committee, the document said.

The leading role of Party organizations should be reinforced among organs at the same level, and the configuration of duties and rights should be optimized for Party organizations working on specific areas, such as publicity and staffing.

Overall planning is needed for establishing Party and government institutions, and scientific planning is needed to boost joint efforts and prevent the overlapping of organs, duties and missions, it said.

Procedures will be established for coordinating policies and missions regarding development planning, treasury and finance.

Technological tools such as big data and cloud computing will be applied to provide alerts, reinforcement, monitoring and forecasting on the economy, and the supervision system of financial sectors will be perfected to ensure that no systemic financial risk takes place.

Market oversight and law-enforcement systems will be further improved, and multiple task forces affiliated with the same department should be integrated into one, it said.

Organizations will be established for managing State-owned natural resources and supervising natural ecology in order to achieve unified efforts, such as better handling of State-owned spaces, reserves and pollution, it said.

The decision calls for a smooth and vigorous work system of central and local institutions, in which orders are executed without fail.

While the central authorities should strengthen macro-management, local authorities were asked to do their jobs well on the condition of carrying out orders from the top to the detail.

The setup of local institutions must ensure the effective implementation of the policies from the CPC Central Committee and national laws and regulations, said the document.

In the meantime, it pledged to give more decision-making power to organs at and below the provincial level.

A lean and effective grass-roots governance system should be set up to strengthen the foundation of the system and capacity for governance of the State.

Grass-roots authorities should not simply copy the structure of their superior level but adapt to their respective responsibilities, said the decision.
