A REPORT released by the Shenzhen Consumer Council yesterday revealed the 10 irregularities of merchants or service providers that led to the most complaints from residents in Shenzhen last year.

According to the report, many customers complained to the council after they bought pre-paid cards at hairdressing salons, gyms or other stores, and the business owners closed the stores without refunding their money.

There were lots of complaints against express companies as some people’s parcels were damaged, lost or delivered to the wrong address.

A resident, surnamed Zheng, said a parcel with his ID card in it was lost after the deliveryman signed for the parcel on his behalf without notifying him. Zheng then contacted the express company’s customer service representatives, but his complaint was not handled in a timely manner.

The after-sales service of online stores also received many complaints by customers. A resident, surnamed Deng, bought a phone on a shopping website, but the phone had quality problems and was never fully repaired after he brought it to a designated maintenance center several times.

Deng’s request to change the phone was rejected by the phone manufacturer. The phone’s manufacturer even asked Deng to pay for the phone’s repair as the phone was beyond its warranty.

According to the report, a large number of residents also complained about false advertising by training centers, breaches of contract by interior decoration companies and realty agencies, and other irregularities of telecom operators, online game operators and online loan companies.
