Incentives to encourage whistleblowing

    WHISTLEBLOWERS who report drivers or passengers that fail to fasten safety belts while in a moving vehicle can get a reward of 50 yuan (US$7.94) for each report. The ceiling for the reward is 500 yuan per month, according to an amendment that will take effect Sunday.

    

    Those who report a driver stopping his car or driving at an abnormally low speed in a restricted yellow-grid area will also receive a 50-yuan cash reward for each case, according to the amendment to the rule on reporting traffic violations.

    

    The cash reward will double to 100 yuan for those whistleblowers who report trucks that were retrofitted for overloading or drivers or passengers who fail to fasten their safety belts while driving or riding in vehicles with more than seven seats. The ceiling for this reward is also 500 yuan a month.

    

    The reward for each reporting of overloaded dump trucks increases to 500 yuan.

    

    Whistleblowers will be rewarded 1,000 to 3,000 yuan for reporting vehicles without the required licenses transporting dangerous products such as chemicals, explosives and flammable materials.

    

    Police also adjusted some clauses in the rule to suit the situation.

    

    The rewards for reporting the illegal use of bus lanes dropped from 100 yuan to 20 yuan under the amended rule. The ceiling was also lowered from 500 yuan to 200 yuan per month. 

    

    For illegal use of emergency lanes, the reward also decreased from 100 yuan to 50 yuan. For illegal parking at bus stops, the reward was lowered from 100 yuan to 50 yuan. 

    

    For illegal parking in restricted areas and pedestrian crossings, the reward was lowered from 100 yuan to 50 yuan. The ceiling per month will be 200 yuan.

    

    For illegal parking on roads that obstructs traffic, the reward was reduced from 100 yuan for every five reports to 50 yuan. The ceiling is now 200 yuan.

    

    In 2017, police gave out 4 million yuan to whistleblowers. Of the 925,000 reports, 170,000 of them were verified and confirmed, accounting for 18.34 percent of the total.
