Overseas talents sought

BAO’AN district has reaped fruitful results after implementing policies and initiatives for attracting foreign talents of high standing.

In Bao’an’s efforts to attract and retain overseas talents, the Conference on the International Exchange of Professionals (CIEP) is key.

In 2017, Bao’an District signed a strategic cooperation agreement on the induction of overseas professionals. The Shenzhen International Center for Talent Exchange, jointly established by the State Administration of Foreign Experts Affairs, Shenzhen Municipal Government and Bao’an District Government, was established in Bao’an Talent Park. From 2016 to 2017, the district mobilized over 400 enterprises to recruit over 7,000 foreign talents. As a result, more than 20 overseas talents with Ph.D.’s settled in Bao’an, three of whom from the “Peacock Plan” have obtained angel financing for their “absorbable nanocomposite bone nail” program.

Inspired by the idea of the sharing economy, the district also laid emphasis on introducing German experts. In 2016, Bao’an initiated a cooperation alliance, established investment funds and launched the construction of a demonstration park for Sino-German (European) industries. In order to introduce more skilled German personnel to the area, the district has also cooperated with the German Association of Senior Engineers (SES) and subsidized Bao’an enterprises that invite senior German experts to provide technical guidance.

Enterprises like the Shenzhen Silver Basis Technology and Xinwei Electric Appliance have taken the lead in inducting 12 German experts to their enterprise. The district also signed a strategic cooperation agreement with the German F+U Education Group for recruiting senior technicians.

In terms of education, the district has introduced a German “dual system” vocational education model. Bao’an Vocational Education Group has carried out cooperative experimental classes, established Sino-German cooperative international vocational schools and improved the core competitiveness of the manufacturing industry by introducing German experts and the German vocational education system.

The district also focuses on attracting returned overseas students and carrying out a series of overseas talent recruitment activities in prestigious universities like the University of Heidelberg and the University of Zurich. In 2017, more than 400 talents were attracted to Bao’an through recruitment efforts at the University of Sydney, Melbourne University, University of Tunku Abdul Rahman, University of Auckland, and more. In-depth interactive programs are also being carried out in the education and medical services industries.
