Bao’an thirsts for talents to fuel growth

BENEFITING from China’s 40 years of reform and opening up, as well as Shenzhen’s unswerving backing for innovation and sustained commitment to attracting talents, Bao’an has flourished to become one of the districts in the city with the fastest economic and industrial development, having accumulated strong industrial base, complete industrial chain, and favorable business environment.

Financial and human capital pouring in from all over the world has rocketed the district’s economy. Bao’an ranks No. 1 citywide in output of industrial enterprises above designated size, and the number of commercial entities and industrial enterprises above designated size, and boasts the most State-level high-tech enterprises in Guangdong Province.

As Bao’an enters a new stage of development amid the foreseeable rise of the Guangdong-Hong Kong-Macao Greater Bay Area, the district’s Party chief Yao Ren has proposed a new strategic goal and ambitious mission for Bao’an to become a core area of the Greater Bay Area, an innovation highland and shared homeland. The key to attain the magnificent goal lies in talents.

The industry chain shapes the talent chain, which in return supports the industry chain, according to Yao.

Bao’an has given priority to the development of the real economy, industrial manufacturing, high-end and intelligent manufacturing, while striving to consolidate the competitive edge of the electronic information industry and promoting sophisticated industries, such as laser and Internet Plus. The district is in dire need of talents with international vision and capabilities in the frontiers of science and technology. Meanwhile, the industrial transformation and development in Bao’an have also provided talents a broad stage to display their capabilities and realize their dreams.

Favorable policies may not be the only attraction for talents, but they are definitely indispensable. The district has implemented a package of talent-friendly policies involving living allowances, housing, health care, children’s education, spouse employment, pensions, car subsidies and rehabilitation, to address the worries of talents and make them feel comfortable and secure working and living in Bao’an.

Bao’an has also broken all of the boundaries hindering talent introduction by recruiting talents regardless of region and hukou and in flexible means. In one example, by establishing Shenzhen International Talent Exchange Center in cooperation with the State Administration of Foreign Experts Affairs, and cooperating with Senior Experten Service (SES) of Germany, GIZ, a provider of international cooperation services for sustainable development and international education work based in Germany, and Kaiyuan European-Chinese Exchange Promotion Association, Bao’an invited international talents to work on short-term contracts to crack hard nuts in development, conduct cooperation projects and offer consultative services.

Likening talents to migratory birds, Yao said that only a good environment can attract more talents. Bao’an has emphasized the importance of improving the hardware and software environment. Construction has been stepped up on 173 parks, 412 kilometers of greenways, key cultural facilities, airport rail links and Metro lines. The district also issued a package of measures to optimize the business environment, aiming to streamline red tape, increase the supply of educational and medical resources, and promote construction of a credibility system to allow talents to live and work in peace and contentment.
