Doctor, man punished over scuffle

A DOCTOR with the University of Hong Kong Shenzhen Hospital was detained for three days for injuring a man in a scuffle at the hospital last month, and the man was fined 200 yuan (US$31.75) for disrupting public order at the hospital, according to a release by Futian Public Security Bureau on Sunday.


The man, surnamed Gao, told the police March 15, that he had been beaten by the doctor, surnamed Wang, when he accompanied his girlfriend to see a doctor at the hospital.


At the same time, Futian police also received a report from the University of Hong Kong Shenzhen Hospital about Gao’s disruption of public order at the Gynecology Department, according to the police release.


The police release said that Gao entered a doctor consulting room in which his girlfriend was seeing the doctor without the consent of the doctor or a nurse after hearing a call for his girlfriend to see a doctor.


Gao had a dispute with the doctor, Wang, after entering the consulting room. According to the police release, a quarrel was triggered between Gao and Wang when Gao attempted to videotape the situation in the consulting room.


Wang tried to take away Gao’s mobile phone to stop him videotaping, which is prohibited in a doctor consulting room. During the scuffle, Wang hit Gao, leaving injuries on Gao’s face and neck, the police release said.


During police investigation, Wang admitted to having hit Gao. As Wang and Gao failed to reach a reconciliation, police made a decision to detain Wang for three days in accordance to related regulations and fine Gao 200 yuan for disrupting public order at the hospital.


Liu Xin, a professor with Evidence Research Institute of China University of Science and Law, at an interview with Daily Sunshine, said they both had violated related regulations.


Liu said Wang should not have hit Gao even if Gao had offended hospital rules. He said Wang should have let the hospital’s security guards handle the situation [let Gao leave the consulting room and stop videotaping.]


It is inappropriate for Gao entering into the treatment ward without permission, Liu said, adding that it is wrong for Gao to videotape in the ward as it might infringe privacy rights of others and lead to quarrel and scuffle with the doctor.


Under this circumstance, police hoped the two sides to reach an understanding and reconcile, otherwise police can take action to solve the issue, said Liu.
