Tough measures taken on dump trucks

ELECTRONIC scales will be installed at all construction sites and connected to the monitoring network of Shenzhen’s construction bureau to prevent dump trucks from overloading.


Police will also visit each construction site to sign letters of responsibility with project contractors and dump truck operators.


The dump truck operators won’t be granted business licenses if they fail to honor their responsibilities in managing the trucks.


Starting Friday, Shenzhen police will share traffic violation information involving dump trucks with the construction authority on a weekly and monthly basis. The housing authority will impose punishments on unruly construction sites and truck operators.


Starting Friday, dump trucks that haven’t had annual inspections in Shenzhen won’t be granted licenses. Police will set up a database of dump truck drivers by April 25.


Dump truck drivers who aren’t included in the database won’t be allowed to handle traffic violations by dump trucks, according to a police release Monday.


The measures are being taken to solve the management problems that are common in the dump truck industry where many private dump trucks are operated under the name of a legal company. The truck companies only charge the individual owners of dump trucks management fees, and the truck owners manage their own vehicles. This practice actually leaves some dump trucks out of the enterprise safety management system and could lead to traffic accidents.


Police will establish a grading system for the truck companies by assessing their internal management rules, work safety situation, training for drivers, legal history and traffic violation record. Those with good grades will be given preference in applying for business certificates and handling traffic violations.


Police will also restrict the number of additional trucks that can be added by unruly companies.


Between 2015 and 2017, 87 people were killed in dump truck-related accidents. So far this year, fatal dump-truck accidents were reported in Bao’an, Longgang, Longhua and Pingshan districts.
