US WILL HURT ITSELF WITH ACTION ON ZTE: MOC

THE Ministry of Commerce (MOC) said Thursday that the U.S. action against China’s leading telecom equipment maker ZTE Corp. will damage itself.


“The action targets China, however, it will ultimately undermine the United States itself,” MOC spokesperson Gao Feng told a press conference.


The United States will lose tens of thousands of job opportunities, while hundreds of related U.S. enterprises will also be affected, he said.


The act has fueled widespread concerns over U.S. investment and the business environment, Gao said. “We hope the United States doesn’t fancy itself clever, or it will only reap the bitter fruits from what it has sown.”


The U.S. Department of Commerce has imposed a denial of export privileges against ZTE Corp. for alleged violations of the Export Administration Regulations.


A trade war will not protect U.S. workers and will hurt U.S. consumers and global growth. China does not want escalating trade frictions with the United States, but is well prepared to take countermeasures to any further U.S. moves in the wrong direction, he said.


Gao said the U.S. side should not underestimate China’s determination nor misjudge the situation.


“If the United States attempts to curb China’s development and force China to make concessions by sticking to its unilateral protectionism at the cost of harming the interests of Chinese and American enterprises, it miscalculates,” he said.


China’s resolute determination and confidence in defending the interests of China and its people will not swerve, he said. “We will fight resolutely.”


China has strong resolution to maintain reform and opening up as well as fight unilateralism and trade protectionism, Gao added.


There have not been any bilateral talks over trade frictions between China and the United States, Gao said.


The United States submitted a file to the WTO on Tuesday claiming that it is willing to negotiate over the trade dispute with China.


The U.S. move follows WTO procedures, which order members to respond to a request for settlement from another member within 10 days, he said.


Gao reiterated that U.S. Section 232 and Section 301 measures to slap tariffs on Chinese products seriously violate WTO rules.


Gao said the two sides have not yet held any bilateral talks over the U.S. Section 301 investigation and the proposed U.S. tariff list on Chinese goods.


Also on Thursday, the MOC announced that it will impose provisional anti-dumping measures on chlorobutyl rubber imported from the United States, the European Union and Singapore.


A preliminary ruling by the MOC found that companies from these countries had dumped chlorobutyl rubber on the Chinese market, and such imports had caused substantial damage to the domestic industry.


Starting on Friday, importers of the product are required to pay deposits to Chinese customs calculated based on a rate ranged from 26 percent to 66.5 percent, according to the MOC.(Xinhua)
