jījí fèirén Meaning:

“积极” means “active,” and “废人” can be translated as “loser.” First used in the title of an essay posted on WeChat public account Yitiao, the term refers to those who love to set goals but fail to achieve them. These people have many aspirations but find it difficult to follow them through. Often, active losers are caught in a cycle of setting a goal, procrastination and guilt for being lazy and failing to follow through the goal.
