Think tank union established in Bao’an

THE Bao’an District think tank union was established and a total of 44 top experts were appointed as consultants of Bao’an District Government on June 15 in a conference room of the Bao’an District Committee of the CPC and the Bao’an District Government.

Experts gathered and discussed the future development of the district and its think tanks. Wu You, deputy secretary general of the Shenzhen Municipal Government, delivered a speech at a ceremony marking the establishment of the think tank union and the consultant appointments.

He said, “Talents have played a crucial role in the fast development of Shenzhen during the reform and opening up over the past four decades. Opportunities brought by the implementation of the Belt and Road Initiative, the development of the Guangdong-Hong Kong-Macao Greater Bay Area, the Guangzhou-Shenzhen Scientific Innovation Corridor and the Guangdong Coastal Economic Belt are pushing Shenzhen forward in further development.”

Bao’an has aimed to build a core area of the Guangdong-Hong Kong-Macao Greater Bay Area and become an innovation highland. More talents are needed for Bao’an to achieve the goals.

Strategy and goal

In order to implement the spirit of the 19th National Congress and respond to President Xi Jinping’s requirement of Guangdong Province to take the lead in four areas of national development, the Bao’an District Government has made special efforts in gathering talents, experts and scholars to build the think tank union and a government consultant team, with the aim of catching up with opportunities brought about by the implementation of the Belt and Road Initiative, and the plans for the Guangdong-Hong Kong-Macao Greater Bay Area and the Guangzhou-Shenzhen scientific and technological innovation corridor.

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the district will embrace complex challenges to realize the goal of “building a core area of the Guangdong-Hong Kong-Macao Greater Bay Area, an innovation highland and shared home,” while following the highest standards and making the optimal choices.

Think tank union

The first general assembly of the think tank union attended by all think tank members was held on the same day at the Bao’an District Government building, during which “The Regulation on the Bao’an District Think Tank Union” was unanimously adopted by members of the think tanks.

Ten institutions in Bao’an were elected executive members of the first council of the think tank union. They are the Party school of Bao’an District Committee of the CPC, Bao’an District Development Research Center, Bao’an District Big Data Management Center, Bao’an District Institute of Industrial and Economic Research, Bao’an District Science and Technology Innovation Service Center, Bao’an District Planning and Design Institute, Bao’an District Supervision Center of Environmental Protection and Water Technology, Bao’an District Advisory Committee on the Development of Cultural Undertakings, Bao’an District Health Science, Technology and Information Center and Bao’an District Institute of Education Sciences.

Additionally, 10 think tanks from across the country became members of the first council of the think tank union. They are: Shenzhen University, Party School of Shenzhen Municipal Committee of the CPC, Shenzhen Institutes of Advanced Technology of the Chinese Academy of Sciences, Chinese University of Hong Kong Shenzhen, Shenzhen Institute of Renmin University of China, Shenzhen Research Institute of Xiamen University, Shenzhen Yuanchuangli Offshore Innovation Center, Shenzhen Mahong Economic Research and Development, the Shenzhen Research Society on System Reform and Qianhai Institute for Innovative Research.

During the general assembly, Cai Yingquan, member of the Standing Committee of Bao’an District Committee of the CPC and head of the general office of the district government, was appointed first chairman of the think tank union council.

According to Cai, Bao’an District is located in the core of the Guangdong-Hong Kong-Macao Greater Bay Area and boasts an advanced transportation system. There are over 3,000 national high-tech enterprises and more than 2,700 enterprises above a certain size in the district.

He said, “In the face of new challenges, we need to rely on more talents in addition to our own strength. We have built the think tank union through elaborate procedures. To begin with, we collected a preliminary list by the recommendation of the higher authorities, and all subdistricts and departments. Then we selected the members by seeking advice from all departments, officials, experts and scholars. Finally, Bao’an District Committee of the CPC and the Bao’an District Government confirmed 44 experts whose research achievement and research subjects matched the development needs of the district.

After the establishment of the think tank union, the council will lead it in carrying out routine work. Executive members of the council will implement the resolutions of the council and assist in the researches of the think tank union. Members should obey the regulations of the union, actively take part in surveys on different issues, and make contributions to the district government.

The union will also adopt an effective evaluation and supervision mechanism and implement an exit mechanism so as to maintain the vitality of the think tank union and a high standard for decision-making.

Govt. consultants

The 44 government consultants come from six sectors, namely economics and finance, technological innovation, construction planning, science-education-culture-health development, ecological environment and social undertakings.

The list includes Ma Weihua, Wang Yuan, Wang Susheng, Wang Haifeng, Wang Jun, Mao Yunshi, Ye Qing, Le Zheng, Sun Bo, Sun Wei, Li Huiwu, Qu Jian, Ren Kelei, Liu Yan, Liu Yanhua, Ruan Shuangchen, Song Ding, Wu Sikang, Chen Guanghan, Chen Keshi, Chen Jian, Zhang Chao, Zhang Xiaohui, Zhang Yicheng, Zhang Jinsheng, Du Xiaoyong, Wu Handong, Luo Zhiquan, Guo Renzhong, Hou Yunde, Nan Ling, Hu Bin, Gu Xueming, Hai Wen, Tang Jie, Xu Yangsheng, Huang Shifang, Gong Wei, Kang Feiyu, Qin Zheng, Tan Gang, Fan Jianping, Xue Quan and Wei Dazhi.

Hou Yunde, an academician of the Chinese Academy of Engineering, delivered a speech at the conference and said, “I am deeply honored to be a government consultant of Bao’an District. An important district of Shenzhen, Bao’an can fully reflect the city’s economic and social development. I am a scientist rather than an administrative staffer, and I will use my expertise to make due contributions to Bao’an District.”

The conference, jointly hosted by Bao’an District Committee of Shenzhen Municipal Committee of the CPC and Bao’an District Government, was organized by the general office of the Bao’an District Committee of the CPC and the Bao’an District Government.
