Man claims to be smoking e-cigarette to avoid punishment

ONE smoker was fined for smoking in a public place during the second round of anti-smoking raids Tuesday night in Dapeng New Area.

Spot checks were conducted at restaurants by law enforcers, reporters and volunteers, the Southern Metropolis Daily reported Thursday.

The man was caught smoking at a hot pot restaurant in Kaisa Square even though there are seven or eight no-smoking signs in the restaurant.

“No one reminded me not to smoke and I didn’t notice the signs,” said the man when he was caught red-handed.

After a law enforcement officer informed him that smoking in public places was a violation of the law, the man argued that he was smoking an electronic cigarette.

As the cigarette butts in the ashtray were clear evidence, the man’s friend who was sitting next to him later admitted that the man had indeed been smoking. The man was fined 50 yuan (US$7.49).

In another restaurant, a package of cigarettes and a lighter were spotted on a table, but the owner of the items wasn’t seen smoking indoors. The man said he knew that smoking was banned indoors and would go outside if he felt like smoking.

“Electronic cigarettes are not included in the tobacco control regulations at present. However, both domestic and overseas studies have found that the nicotine in electronic cigarettes is harmful to the human body. It is suggested that smokers also avoid using e-cigarettes in public spaces so as not to cause harm to other residents,” said Zhuang Runsen, deputy president of the Shenzhen Tobacco Control Association.

According to a volunteer recruited by the association, public places such as Internet cafes, restaurants and KTV clubs in Dapeng New Area have seen much improvement after implementing the smoking ban in recent years.

This spot check conducted in Dapeng New Area is the seventh of the second round of smoking ban raids which will run until July 20. (Zhang Yu)
