Center set up to manage medical records

A CENTER was set up Monday to manage and review medical records from across the city, sznews.com reported.

According to the report, the center, under Shenzhen People’s Hospital, was set up to make sure all medical records were properly written before archiving, like a library, for future references.

Staffers with the center, who have to undergo special training, will also take responsibility for inspecting patients’ medical records, which must be edited with codes known as International Classification of Diseases (ICD) issued by the World Health Organization (WHO).

The standardized medical records will make it easier for patients to check the expenses for each treatment they have received at a hospital, according to the center.

“In the past, some doctors would only write ‘esoenteritis’ in a patient’s medical record,” said Chen Caixia, director of Shenzhen Medical Records Management Center. “But the term esoenteritis is too general under criteria of the current medical records management, which requires the disease to be accurately classified as acute gastoenteritis, viralenteritis, bacillary enteritis and so on, before the medical record can be archived.”

The standardized medical records are required for the implementation of the new payment system — the DRGs (Diagnosis Related Groups) — in hospitals citywide in December.

Under the DRGs, patients will be classified into various groups based on factors, such as clinical diagnosis and severity of illness, before being billed for treatment.

Currently, only five of the 13 employees working in the department of medical records of Shenzhen People’s Hospital have been certified to archive medical records at the center.

A survey conducted in 2016 showed that a lack of certified staff members to manage medical records was the main issue for these hospitals. (Cui Chenxin)
