Political advisers give advice on upgrade and development

THE Futian District Committee of the CPPCC held a forum themed “Upgrading industrial space and tapping into the new development potential of Futian” recently. Ten political advisers of the district put forward suggestions including “transitioning from CBD to CAZ (Central Activities Zone),” “building a technical innovation axis around Huaqiangbei” and “launching the enclave economy strategy.”

The committee proposed facilitating the transition of Futian CBD to a CAZ, planning the conversion of functions and facilities of the current CBD to match that of world-class CAZs and integrating them with upgraded, dynamic functions including administrative and commerce buildings, a central park and public culture facilities and networking spaces.

Political advisers Zhang Wenhua and An Qi jointly suggested that by expanding the CBD and building the CAZ, the district should upgrade the functionality and positioning of each area belonging to the 78.66-square-kilometer district.

An said that the development intensity of a world-class city center is super high. She said that skyscrapers can utilize the land to the utmost, attract world-class enterprises and drive the local economy.

Zhou Wanxiong, another political adviser, suggested that the district upgrade the property of Futian FTZ by renovating the old buildings that meet the standard for renovation and upgrading or transforming the ones that don’t meet the standard.

“We should upgrade the industrial structure by upgrading the property. At the same time, we should strive for relevant policies with competent authorities and the customs. Futian FTZ is a strategic area that we should stick with,” said Zhou. He also suggested that Futian launch the enclave economy strategy as soon as possible. An enclave economy is a cross-regional administrative management and economic cooperation model that breaks the administrative division between two or more independent administrative regions, in order to achieve coordinated economic development.

“The industrial space of Futian is very limited. To realize the sustainable development of the industrial economy — especially the real economy, headquarter economy and innovation-driven economy — the enclave economy strategy is the right choice,” said Zhou, adding that the district government should grab the chance to build diversified industrial parks in the Shenzhen-Shanwei Special Cooperation Zone.

As China’s No.1 Electronics Street, Huaqiangbei attracts both Chinese and foreign young people to realize their tech dreams. But the high-cost of rent in Shangbu, a subarea of Huaqiang subdistrict and the core commercial circle, has always posed a big problem for maker teams.

To facilitate the transformation and upgrading of Shangbu, Futian has released a series of special policies, including one that involves the supply-side reform, which will help build the area into a zone for international innovation and creativity by providing rent subsidies. Shenzhen Yunchuangzhigu Cloud Park was unveiled after the release of the policies on May 18.

According to planning, the district government will also create over 500 thousand square meters of low-cost industrial space in other key areas including Bagualing and Meilin. (Chen Xiaochun)
