District gets tough on smoking violations

BAO’AN has toughened punishments on smoking violations. A foreigner was fined for smoking in public during the second round of anti-smoking raids July 16.

During the action, spot checks were conducted at restaurants by law enforcers, reporters and volunteers.

The man was found smoking in a dumpling restaurant on Baishixia Street and was fined 50 yuan (US$7.45). It is the first time that a penalty has been imposed on a foreigner since the city launched anti-smoking raids.

“This is very stupid,” the man said in English as reporters took pictures and filmed. He refused to disclose his nationality.

“If someone smokes, the policeman gives him a ticket and he pays the fine. It doesn’t need any TV coverage. It’s just bullshit,” the man said with great discontent.

According to law enforcer Li Chuan, foreigners should abide by Chinese laws as Chinese citizens do. Also of note, if a foreigner violates laws and regulations in China, it may affect their visa extension or renewal.

In another restaurant, three men were found smoking in a private room, even though there were five children present.

When asked if they knew about the harm secondhand smoke does to minors, a man said that it depends on personal physical conditions. “Tobacco control requires control over tobacco companies. It’s useless to control citizens like us,” he added.

A total of four smokers were fined at the restaurant. Both the eatery and the dumpling restaurant were ordered to rectify the issue within 15 days.
