Opinions sought on student care centers

THE legal affairs office of the city government will hold an online public hearing Sept. 6 to collect opinions on a draft on the management of care centers for students, according to the Shenzhen Evening News.


Seventy people will be invited to the hearing on the WeChat platform, including 15 representatives from care centers, 15 school representatives and 40 residents. Those who are interested in joining the hearing can sign up on the office’s WeChat account: Shenzhenfazhi (深圳法制).


The to-be-released draft has modified several regulations on managing care centers, which were implemented in 2008.


The major change in the draft is allowing center operators to register as for-profit businesses, whilst the former document only allows the centers to be registered as nonprofit organizations.


Resident committees in communities, according to the draft, can also set up care centers or partner with other off-campus care centers to provide lunch, dinner and tutoring services during the after-school period for students in the neighborhood.


Previously, applying to set up a student care center needed to go through a preliminary administrative approval procedure, which will be canceled in the draft to streamline the application process.


To ensure the safety of students, care centers must prove that they provide space and food in accordance with government standards.


For instance, each off-campus care center must have a safe structure and be located in areas without hazardous chemical products. Each care center is required to cover at least 80 square meters and provide 4 square meters per capita.


In terms of the number of staffers, care centers with fewer than 25 students should have at least two staff members to take care of the students, with one extra staffer required for every 20 additional students.


A new regulation is going to be added in the draft to allow care centers to provide paid tutoring services after gaining approval from the education authorities.


In addition, parents are allowed to sign deals with each other to become temporary supervisors of their children and to provide care services, but the number of students is limited to eight. Deals signed between parents must clarify the supervising parent’s responsibility for providing a clean and safe environment.


Teachers and other staff members at schools are prohibited from setting up off-campus care centers or earning extra money by working part-time or casually at care centers. (Zhang Qian)
