The rules clarified several key definitions and detailed the implementation of urban renewal projects. It also required that the projects consider the benefits and interests of all stakeholders. For instance, the rules require that urban renewal projects preserve historical and cultural sites, assist in the building of a “Sponge City,” help ecological restoration and enhance public facilities in a bid to improve residents’ livelihood and public spaces. In particular, urban renewal projects that involve residential buildings should allocate space for kindergartens, day-care centers for the elderly and community health-care centers. Additionally, the rules require urban renovation projects in downtown commercial areas set up cultural facilities covering a total area that is no less than 5 percent of the commercial, office and hotel coverage.
