Subsidies for mediators of labor disputes

MEDIATORS will be granted subsidies ranging from 300 yuan (US$43.68) to 2,000 yuan depending on the types of cases they take on, according to new regulations on strengthening the mediation of labor disputes, the Southern Metropolis Daily reported.

The subsidy will be 300 yuan for a simple case and 500 yuan for an ordinary case. For difficult cases, the amount will be 1,000 yuan per case, while cases involving a large group of people will call for 2,000 yuan.

The new regulations, which were released by the city’s human resources and social security bureau Saturday, have defined the guidelines and objectives for enhancing professional labor dispute mediation and proposed specific measures to further clarify the division of responsibilities among the relevant departments.

It is also stipulated that two to three full-time mediators should be on duty in subdistricts and communities where disputes frequently occur.

Additionally, the professional level of labor dispute mediators should be strengthened and a classified training mechanism for mediators should also be established. Qualified mediators must be certified before they begin the job.

According to statistics, there are 4,453 mediation organizations, 1,463 full-time mediators and 9,017 mediators working part time in the city at present. Among the mediation organizations, 735 are set up in communities and 823 in large and medium-sized enterprises.

From 2013 to 2017, 153,800 cases were settled by mediation organizations at all levels in Shenzhen, involving 340,300 people and 191,706.89 yuan. Among them, 129,500 cases were settled through mediation agreements and reconciliation, with a success rate of 84.2 percent.

In the first three quarters of this year, 22,361 labor disputes were mediated, of which 18,794 were settled through mediation agreements or reconciliation, a success rate of 84.05 percent.
