White paper on human rights progress issued

THE country yesterday issued a white paper on progress in human rights since its reform and opening-up drive.

The white paper, titled “Progress in Human Rights over the 40 Years of Reform and Opening Up in China,” said reform and opening up has helped liberate and develop social productive forces, opened up a path of socialism with Chinese characteristics, and ushered in a new chapter in the development of human rights.

Over the four decades, the Chinese people have worked hard as one under the strong and coherent leadership of the Communist Party of China (CPC), the white paper said. Huge changes have taken place and living standards have significantly improved.

The CPC has always prioritized the people’s interests, ensuring that reform is conducted for the people and by the people, and that its benefits are shared by the people, it added.

Since the launch of reform and opening up in 1978, “respecting and protecting human rights” has been written into the reports to CPC National Congresses, the Constitution of the People’s Republic of China, the Constitution of the CPC, and strategies and plans for national development, becoming an important principle of governance for the CPC and the Chinese Government, it said.

It pointed out that the country has endeavored to ensure “that a well-conceived approach is taken to legislation, that law is strictly enforced, that justice is impartially administered, and that the law is observed by everyone.”

The country has set up a strict and impartial law enforcement system for human rights protection, with administrative power delimited in accordance with the law, procedures for administrative law enforcement continuously improved, and strict, procedure-based, impartial and non-abusive law enforcement promoted, said the white paper.

According to the white paper, tremendous achievements have been made in poverty alleviation, citing World Bank estimates that over the past 40 years, the number of people in China living on less than US$1.9 a day (international poverty line) has dropped by more than 850 million, accounting for 70 percent of the total world figure.

The white paper said the right of ethnic minority groups in administering State affairs is effectively guaranteed and the economy of ethnic minority areas has experienced rapid growth.

The total GDP of the five autonomous regions of Inner Mongolia, Guangxi, Tibet, Ningxia and Xinjiang, as well as the three provinces of Yunnan, Guizhou and Qinghai grew from 32.4 billion yuan (US$ 4.7 billion) in 1978 to 8.49 trillion yuan in 2017, it said.

Education in ethnic minority areas has developed rapidly, with a series of measures launched to promote educational equality and ensure ethnic minority groups’ right to education, the white paper said.

The document also pointed out that China has kept participating in establishing international rules and mechanisms for protecting human rights and engaging in U.N. human rights undertakings.

China has conducted extensive international exchanges and cooperation concerning human rights, establishing dialogue and negotiation mechanisms for human rights protection with more than 20 other countries, said the white paper.

China has been increasing foreign assistance to many Asian and African developing countries. From 1950 to 2016, China provided 400 billion yuan (US$57.9 billion) of foreign aid and conducted over 5,000 foreign assistance projects, according to the document. (Xinhua)
