QIANHAI-SHEKOU AREA TO BE BUILT INTO NEW CITY CENTER

THE Qianhai-Shekou area is going to be built into a new city center and a demonstration zone for deepening cooperation between Guangdong, Hong Kong and Macao, according to an overall development plan for the area recently approved by the city government.

The plan covers a total of 37.9 square kilometers of land, including the 28.2-square-kilometer Qianhai & Shekou Area  of China (Guangdong) Pilot Free Trade Zone (FTZ) and the area between Qianhai and Shekou surrounding Dananshan and Xiaonanshan mountains.

Former plans for the development of areas included in the new plan will be abolished, the city’s urban planning, land & resources commission said in a statement on its official website Monday night. The areas refer to the former Qianhai Shenzhen-Hong Kong Modern Service Cooperation Zone, and Nanyou, Dananshan, Shekou, Chiwan and Mawan.

According to the new plan, the area will become a strategic  world-oriented hub that serves the Belt and Road Initiative.

The plan divides the area into  two belts, one port and seven blocks based on functions, which is expected to lay the foundation for building a new world-class city center with diversified elements including mountain, sea, forest, urban space, island, port and bay.

The two belts refer to a coastal eco-cultural belt and an urban comprehensive service functional belt. The port refers to Shekou international port, which aims to become an international container port and an Asia-Pacific international cruise home port.

The seven blocks include Guiwan, Qianwan, Mawan, Taizi Bay Cruise Port, Shekou, Chiwan, and Dananshan and Xiaonanshan mountains.

The coastal area focuses on public service facilities as well as leisure and commercial centers, while the area adjacent to the mountains focuses on improving basic supporting services for residents.

A total of 17 rail lines will be built in the area, including four intercity lines, three express lines and 10 trunk lines.

An underground road is expected to be completed in early 2020. After completion, Guiwan and Qianwan will achieve underground connection.

In December 2014, the State Council announced the establishment of China (Guangdong) Pilot Free Trade Zone, which includes Nansha Area of Guangzhou, Shenzhen’s Qianhai & Shekou Area, and Hengqin Area of Zhuhai. In March 2015, the overall plan of 116.2-sqkm Guangdong Pilot Free Trade Zone was approved.

Qianhai and Shekou are just across the sea from Hong Kong. The area will give emphasis to developing new strategic services such as finance, modern logistics, information, and technology services.(Zhang Yu)
