SHENZHEN’S urban planning, land and resources commission has released regulations on the promotion of intensive utilization of industrial lands to support the real economy for public suggestions, the Shenzhen Special Zone Daily reported. The new measure aims to increase the floor area of industrial lands and lands used for logistics and warehouses without changing their original land use. After the adjustment, construction can be conducted on vacant lands approved for use. Buildings can be expanded or modified on their current bases or dismantled, either completely or partly, to make way for new ones. These methods could help improve the development of real economy and fully meet the construction demands of different industries and parties. Additionally, it specifies that 15 percent of each recently developed area should be left for public use. In order to ensure that designated land is used exclusively for industrial development and to prevent it from being left vacant or being used for real estate after the adjustment, the measure strictly stipulates that buildings with an increased floor area ratio will not be available for transfer. The commission said that the measure, as a significant part of the land management reform, will enable confirmation of the amount of land that has been left vacant or used illegally across the city in order to improve the overall utilization of the land.
