2 subdistricts to be added in Nanshan

NANSHAN District is planning to add two new subdistricts, namely Qianwan and Gaoxin subdistricts, whereby the jurisdiction of the Nanshan, Yuehai and Xili subdistricts will be adjusted, according to a report in the Shenzhen Economic Daily yesterday.

At the same time, Leiling Community (currently a part of Shekou Subdistrict) will be classified to Zhaoshang Subdistrict while Zhaoshang Subdistrict’s Haiyue Community will be grafted into Shekou Subdistrict. At present, the specific adjustment plan has been posted to the Nanshan government website (http://www.szns.gov.cn/) and a public hearing will be held March 7, the report said.

The layout of subdistricts in Nanshan District has not changed for 17 years since 2002 when the original Xili Subdistrict was divided into Xili and Taoyuan subdistricts due to the oversized jurisdiction of the original Xili Subdistrict.

For this new plan, authorities in Nanshan District explained that Nanshan District covers an area of 187.47 square kilometers, equaling the total area of Luohu and Futian districts. However, Nanshan District only has eight subdistricts compared to Luohu and Futian’s just 10 subdistricts altogether.

The rationale behind the idea of adding Qainwan Subdistrict is that administration works in Qianhai are now conducted by Nanshan Subdistrict, causing Nanshan Subdistrict’s management area to reach an excessive 28.8 square kilometers. The increasing number of residents in the area as well as overlapping management between Qianhai and Nanshan subdistricts in the area also contributed to the change, the report said.

Qianhai Subdistrict will have the same jurisdiction with Qianhai cooperation zone, which is 14.65 square kilometers. Seven neighborhood committees will be established, and the population within the area is expected to reach 600,000 by 2020 based on the plan.

The district is considering adding Gaoxin Subdistrict because Shenzhen Hi-tech Industrial Park is now co-managed by the Xili and Yuehai subdistricts, which not only has reduced both administration and law enforcement efficiency but also hampered the development within the area, the report said.

The area of Gaoxin Subdistrict will be in line with the high-tech area set up by the State Council, covering 11.5 square kilometers. A total of nine work stations in communities and nine neighborhood committees will be built with a permanent population of 137,300, according to the plan.
