EACH section for parking app-based bikes should be no more than 20 meters in length, and the distance between two sections should be more than 4 meters, according to draft rules on app-based bike service standards and technical requirements released by the city’s transport commission to seek public suggestions.

In each parking section, shared bikes can’t be parked in more than three rows, and there should be sufficient space, at least 1.5 meters, between each row for riders to park and push bikes.

The rules also set requirements for the registration of shared-bike operators, exit from the market, placement of bikes on streets and allocation of maintenance employees.

The draft rules require that app-based bike operators set up a grid management system and have at least two maintenance employees for each grid point to ensure orderly parking and maintenance. At transport hubs, Metro stations and major business areas, operators should designate employees to guide and arrange parking during rush hours to make sure the bikes do not block pedestrian and vehicle traffic.

The data of the operators should be connected with the government supervision platform so that government agencies can monitor and track bikes in real time.

Bike operators are required to respond within 30 minutes of receiving a random parking notification from the government supervision platform and completely restore the parking order within two hours.

Bike operators that suspend or terminate operations need to notify the transport commission 30 days in advance and release a notice to the public. Before the suspension of the business, the operators need to refund their users’ deposits and collect all of their bikes from the street.
