Note: This idiom means “to punish or reprimand someone as severely as possible” or “to apply all possible criminal charges to a lawbreaker, to impose the maximum possible punishment or jail sentence against a convicted criminal.” The “(law) book” is a metaphor of “the roster of applicable laws.” Its figurative use dates from the mid-1900s. It started with the slang phrase used by American prisoners “doing the book,” meaning serving the maximum time for a given offense (presumably because the maximum time is specified in the law book).
