Consumers struggle to get refunds

SHARED-CAR users in Shenzhen have been complaining about difficulties in getting their 1,500-yuan (US$223.8) deposits refunded by the Beijing-based shared-car service Togo.

According to a report in the Shenzhen Evening News, a resident has been trying to apply for a refund since last December, but still hasn’t received the refund. The hotline has also been out of service.

The complaints over the refund difficulties regarding Togo have been ranked among the top three, following complaints over ofo and Xiangqi shared bikes. Shenzhen Consumer Council confirmed it had received many complaints about Togo, but said it has failed to mediate because the company is on the verge of bankruptcy.

Togo’s shared cars first appeared in Shenzhen at the end of 2016 and attracted a lot of attention because the company used the Benz Smart model. Drivers can use the car after registering with their driving license and paying the 1,500-yuan deposit through the company’s app. At the initial stage of operation, users could get a refund within three working days.

However, after one year of operation, it became hard to find Togo cars on the street, and many users found it was difficult to get back their deposits.

In the contract, the company stipulates that users can demand a refund within 20 days of their last order. The company promised to complete refunds within seven to 15 working days for accounts with no traffic violations, accidents or other exceptions on record.

Statistics from the company’s official website show that the company operates businesses in Beijing, Shanghai, Guangzhou and Shenzhen and has nearly 2 million registered users. Based on this number, the deposits total at least 3 billion yuan.
