59 discharged after chemical plant blast in E. China

A TOTAL of 59 people have been discharged from hospitals as of yesterday after a blast hit a chemical plant in East China’s Jiangsu Province on Thursday, according to the rescue headquarters.

As of 12 p.m. yesterday, 604 patients, including 117 severely injured ones, remain in 16 hospitals in Yancheng, Li Shaodong, vice director of the province’s health commission, told a press conference.

More than 4,500 medical workers, including top-notch experts from other parts of the country, have participated in the rescue. Experts have held 1,579 consultations for the patients and performed 219 surgeries, said Li.

The explosion happened at about 2:48 p.m. Thursday following a fire that broke out in a plant owned by Jiangsu Tianjiayi Chemical Co. Ltd., in a chemical industrial park in Xiangshui County in Yancheng.

The death toll stood at 64 on Saturday, according to authorities.

President Xi Jinping, who’s on a three-nation European tour, has ordered an all-out rescue for survivors. Xi said local authorities should try to save as many as they can and minimize casualties. Xi also urged authorities to take lessons from the blast to prevent accidents in the future.

A probe team has been set up by the State Council to investigate the cause of the deadly explosion. The team, led by vice emergency management minister Huang Ming, said Saturday at a meeting that authorities will hold all those behind the fatal blast accountable.

It urged tougher supervision on the production and storage of hazardous chemical substances and strengthened enforcement of safety regulations.

It also ordered a comprehensive check of safety hazards in key sectors including dangerous chemicals, coal mines and road transport, and urged solid efforts in preventing major accidents.

On Friday, State Councilor Wang Yong led officials from departments of the State Council to arrive at the explosion site to guide the rescue and emergency response work, visit family members of the victims and the injured people, and express regards to the rescue teams.

A thorough probe into the blast shall be carried out in a timely manner and those responsible shall be held accountable, he said.

Wang visited the injured at the People’s Hospital of Xiangshui on Saturday, then went to the explosion site again to discuss follow-up rescue measures, and offered condolences to family members of the victims at their homes.

Wang was sent to the site by General Secretary Xi Jinping and Premier Li Keqiang on behalf of the CPC Central Committee and the State Council.

It’s reported that the chemical plant had been fined by environment authorities seven times between July 2016 and 2018 as it was thought to violate regulations in relation to air pollution and solid waste management.

In February 2018, the plant was ordered to rectify its 13 hidden safety hazards, including a leaking valve on its storage tank, according to the Beijing News.
