THE Shenshan Special Cooperation Zone, previously part of Shanwei City before being put under Shenzhen’s administration, recently released its work agenda for 2019 and issued a three-year action plan to usher in high-quality economic and social development.
The special cooperation zone will draw lessons from the land requisition patterns in Xiongan New Area and Shenzhen, and formulate relevant land requisition policies during urbanization. It is planned that 30 square kilometers of land will be acquired for land reserves throughout the year.
The zone gives priority to key and high-tech industries, such as artificial intelligence, new-generation information technology and biomedicine, and makes preparations for 10 major projects that require a total investment of more than 10 billion yuan (US$1.49 billion).
The zone will expedite the construction of Shenshan Robot Town. It will strive to introduce 10 robotics-related industrial projects, with a robot industry cluster initially taking shape.
This year, the zone will promote the opening of a fashion brand industrial park at the end of June, introduce big data industry, push forward the construction and operation of industrial Internet and e-commerce bases, and start the construction of the Shenshan marine think tank and marine sci-tech equipment R&D base.
It will explore building a transport hub in the eastern part of the Guangdong-Hong Kong-Macao Greater Bay Area, push ahead with the planning of the Shenzhen-Huizhou-Shanwei sea route, determine the location of Houmen international passenger port, and accelerate the construction of a comprehensive rail and expressway network.
The zone will increase the supply of educational resources. A comprehensive high school, the Shenshan School of Nanshan Foreign Language School, was operational by the end of March. The Shenshan campuses of Shenzhen Baihe Foreign Language School and Shenzhen Polytechnic will also make headway.
A major project, Shenshan Clinic of Beijing University Shenzhen Hospital, has been completed, and the health centers in the zone will be upgraded to community health centers.
Residents of the zone, which covers four townships, namely Ebu, Xiaomo, Houmen and Chishi, will be covered by Shenzhen’s social security system.
The zone will build a multi-dimensional spatial geographic information platform, a smart city big data platform, and an e-government service system, and also initiate the commercial use of 5G networks in key areas.
It will push forward other auxiliary projects, including the construction of 1,898 units of government-subsidized housing, as well as cultural and sports facilities, leisure parks and a seafood street.
