Metro Line 14 to Huizhou ‘not yet decided’

IT has yet to be decided whether Line 14, to be constructed in the Shenzhen Metro Phase V period, will extend to Huizhou, an official with the Shenzhen development and reform commission said on a Shenzhen Radio call-in program recently.


The city has initiated planning for Metro Line 14 but, as the urban population of Huizhou is lower than 3 million, it fails to meet the criteria of the Metro construction and planning regulation issued by the State Council. This will be an obstacle for the city in applying to incorporate the Huizhou section into the city’s Metro Line 14 construction plan, according to Guo Yuehua, deputy head of the Shenzhen Municipal Development and Reform Commission.


Guo said the city will plan the Metro work according to the guidance on cultivating metropolis circles issued by the National Development and Reform Commission, and conduct further research on the necessity and feasibility of a Huizhou section before applying for the project to the State agencies.


According to the previous plan, Line 14 will be extended to Huiyang District of Huizhou. It will connect to Shenzhen via Huizhou South Railway Station, which is about 13 kilometers from the border with Shenzhen.


Metro Line 27, which is planned to link Shenzhen Bay Park and Bantian in Longgang District, has been included in Phase V. The line runs 25.6 kilometers and interchanges with lines 20, 24, 29, 5, 4, 22 and 10.


The city is also negotiating with the operators to make Shuiguan Expressway toll free, according to Guo. No significant progress has been made after several rounds of negotiations with Huayi company due to big differences in price expectations.


Regarding schools and hospitals, newly established high schools are planned for Longgang, Bao’an, Longhua and Guangming districts, Guo said. By 2020, the schools will provide 25,000 slots. So far, the city has completed 70 percent of the target of the 13th Five-Year Plan.


Between 2016 and 2020, the city plans to build 10 hospitals. By 2020, the ratio of beds per 1,000 residents in Longgang, Bao’an, Longhua and Guangming districts will reach 4.1. Large government-funded hospitals have also been planned in Longgang and Guangming districts.
