Qianhai stands out in rule of law

STRESSING a legal guarantee is what makes Qianhai stand out from other free trade areas across the country, according to an assessment report on the Qianhai rule of law index for the year 2018. It is also one of the core competitive advantages and main driving forces of Qianhai.


The report was released at the 2019 conference on the achievements in institutional innovation of China (Guangdong) Pilot Free Trade Zone Qianhai & Shekou Area at Enterprise Dream Park on Friday.


The report found that, compared with other free trade areas in China, Qianhai has taken the lead in rule-making, transparency in government affairs and dispute resolution.


“We not only compared the performance of Qianhai this year with that of last year, but also made a horizontal comparison. For example, the documents of Qianhai are open to the public. Qianhai has also taken the lead in making government affairs public,” said Lyu Yanbin, a researcher of the Institute of Law of the Chinese Academy of Social Sciences.


However, Lyu said there is still room for improvement. “Qianhai can make publicity and transparency more detailed, so that the enterprises can look up how to solve their disputes faster.”


Since last year, Qianhai has launched 123 institutional innovations, of which 15 have been published in the brief report of the Inter-Ministerial Joint Meeting for Pilot Free Trade Zone Work of the State Council.


Regarding the reform of talent management, Qianhai has adopted 36 measures to support the development of youth from Hong Kong and Macao in Qianhai.
