CITY LAYS OUT ACTION PLAN FOR BECOMING PILOT DEMONSTRATION AREA

SHENZHEN has developed an action plan to accomplish the goal of becoming a pilot demonstration area for socialism with Chinese characteristics, after one month of consideration since the city was tasked by the Central Government with the new mission in August.


The plan for 2019-2025 was unveiled at a city government meeting attended by Party chief Wang Weizhong and Mayor Chen Rugui yesterday.


The construction of the Shenzhen pilot demonstration  area is another historic opportunity and an epoch-making milestone for the city’s development since it was designated an “experimental field” for reform and opening up nearly four decades ago, the meeting said.


According to the plan, the city will take the lead in developing a modernized economy that meets the requirements of high-quality growth, stick to the main line of supply-side structural reform, expedite the construction of the comprehensive State-level science center, push forward economic reform focused on market-oriented factor allocation, bolster Shenzhen’s core engine function in the regional development of the Guangdong-Hong Kong-Macao Greater Bay Area, and construct a new open economic system in line with international standards.


The city will pioneer building a democratic legal system that demonstrates fairness and justice, create a fair, impartial and predictable world-class business environment, and make it the safest and fairest benchmark city with the best legal environment, the plan says.


It aims to become the country’s first city to demonstrate the great prosperity of socialist culture, construct an inclusive, high-quality and sustainable public cultural service system, boost competitive cultural industry and tourism, and accelerate the construction of a regional cultural hub, the plan says.


It will also set up a pattern for people’s livelihoods that features co-construction, co-governance, sharing and common prosperity, and enhances the public’s sense of gain, happiness and security.


The city will also become a model city for the “Beautiful China Initiative” that seeks to accomplish harmony between man and nature. Convinced that lucid waters and lush mountains are invaluable assets, the city will stick to green development and carry out the most stringent protective measures for the ecological environment, the plan says.


In August, China released a guideline for building Shenzhen into a pilot demonstration area for socialism with Chinese characteristics.


The guideline said by 2025 Shenzhen will rank among the world’s top cities in economic strength and quality of development, with intensive research and development investment and a world-class innovation capacity.


It will be built into a modern, international and innovative city by that time, with its cultural power greatly enhanced and its public service level and ecological environment quality reaching an internationally advanced level.


By 2035, Shenzhen will become a national model of high-quality development and a globally recognized center of innovation and entrepreneurship. It will become an example for China to build itself into a powerful modern socialist country.


By mid-century, Shenzhen will become a global benchmark city for competitiveness, innovation and outstanding influence.
