Scientific literacy to be required in recruitment of civil servants

GOVERNMENT agencies will be required to take into consideration a candidate’s scientific literacy when recruiting civil servants after the city’s first regulations on the popularization of science and technology take effect Jan. 1.

It took the city eight years to draw up the new regulation, which has seven chapters and 81 articles, Shenzhen Economic Daily reported. Legislative innovations can be seen in a number of aspects including organizational management, social responsibility, development and utilization of science popularization resources and talent nurturing.

The new rules will help Shenzhen become a global benchmark city driven by innovation, enhance the city’s soft power and improve local residents’ scientific literacy, according to an unidentified official with the Shenzhen Municipal Association for Science and Technology.

Because they are involved in the management of public affairs in a direct way, government officials and other civil servants should have higher levels of scientific literacy, which will be helpful when it comes to the handling of practical problems and participation in public life, the official said.

“The regulations stipulate that authorities shall make improving the level of scientific literacy of civil servants an important task in the education and training of civil servants, and include the requirements for scientific literacy in the employment of civil servants,” said the official. “Meanwhile, the scientific literacy requirements should be included in the inspection and annual assessment of senior government officials.”

Under the regulations, the third Wednesday of September of every year will be designated as the city’s Science Popularization Week. The science and technology associations at the municipal and district levels will formulate plans for activities to be held during the week, determine the theme of science popularization and major science popularization activities, and organize, coordinate and guide relevant units to carry out science popularization activities.

Another highlight of the regulations is hiring well-known experts from home and abroad who are voluntarily engaged in science popularization to serve as chief scientists, who will play a major role in organizing science popularization activities.

Other highlights in the new regulations include joint meetings involving government agencies, social organizations, enterprises and public institutions, science popularization bases, the popularization of science and technology at schools and a reward system. (SD News)
