A NEW set of rules to strengthen the management of road excavations and improve the construction level of municipal engineering projects went into effect for a three-year trial implementation Nov. 29, the Daily Sunshine reported Thursday.
The rules were jointly formulated by the city’s housing and construction bureau, and the transportation commission, according to the latest government gazette.
According to the new rules, road excavations taking place on the same road must be carried out as a whole to prevent repeated road excavations.
The city will establish a joint meeting system of municipal engineering construction that involves multiple government departments and units in order to coordinate the comprehensive planning of municipal engineering construction.
According to the new regulations, the city’s development and reform commission, the planning and natural resources bureau, and all districts should strengthen the examination of road excavation projects before giving the go-ahead.
Meanwhile, after the examination of the projects, relevant information, such as the planned construction scale, the scope of the work and construction period, shall be publicized. Public opinion should be sought.
In accordance with Shenzhen’s urban planning, the city’s planning and natural resources bureau, transportation commission, public security bureau, and all districts shall strictly review the designs of municipal engineering projects and increase the scrutiny of the traffic relief and traffic organization schemes of projects entailing road occupation in the preliminary design stage.
The city’s transportation commission, traffic authority and all districts should also make annual road excavation plans and midyear adjustment plans practicable.
For overlapping construction projects on the same road section, the construction units must be urged to coordinate their schedules so that the projects can be carried out and completed simultaneously, while road projects that are being implemented in the same area and affect the travel of citizens must be arranged in order to conduct the respective projects in batches.
