24 measures released to support maritime service

A TOTAL of 24 measures on maritime services covering six categories will be implemented to support Shenzhen’s efforts to become a pilot demonstration area of socialism with Chinese characteristics, a national authority said at a news conference held yesterday at the Civic Center in Futian District.

The measures were included in an opinion paper released by the Maritime Safety Administration of the People’s Republic of China.

It is said that more rights concerning approval procedures for marine activities, for example, foreign vessels or airplanes to conduct search and rescue at sea, will be delivered to the Shenzhen Maritime Safety Administration (SZMSA).

Additionally, support will be given to expand pilot areas allowing self-guided cruise travel. The entry procedure for travelers will be simplified to further develop the yacht and large ship industry.

“At present, there are 1,979 boats registered in Shenzhen. Among them, nearly 600 are yachts. This number ranks at the top among coastal ports on the Chinese mainland, presenting the potential for Shenzhen to develop yacht business,” said Guo Xiubin, deputy director of SZMSA, at the news conference.

Moreover, a yacht driving license registered in Shenzhen or Hong Kong is expected to be mutually accepted and the range of the water area for foreign boats will be enlarged.

More marine sightseeing tours will be opened for people to learn about Shenzhen. Shenzhen will provide high-quality safety services when the city holds big events, such as China Cup, China Marine Economy Expo and Shenzhen Boat Show, according to Huang Huaishen, director of the regulation office of SZMSA, when asked about the city’s specific moves following the release of the measures.

“The municipal government released a decision in 2018 to ramp up efforts to become a global marine-centered city. The measures we put forward will also help achieve this goal,” said Huang.

Strengthening international cooperation by supporting Shenzhen to join global maritime governance, establishing an international maritime education center as well as an international port city maritime affairs management alliance and holding international meetings on maritime affairs is also urged.
