Twenty measures to promote employment

A TOTAL of 20 measures have been formulated by the Human Resources and Social Security Department of Guangdong Province to encourage employment and entrepreneurship in Shenzhen, the Shenzhen Economic Daily reported Thursday.

The measures, which have been approved by the Ministry of Human Resources and Social Security, cover five areas including employment and entrepreneurship, human affairs and talents, social security, labor relations and public services, and involve 79 policies, 21 of which concern the delegation of powers.

The measures aim to fully support Shenzhen in setting its sights on the best at home and abroad, ensure the preferential development of the city’s human resources and social security undertakings and promote the construction of the Guangdong-Hong Kong-Macao Greater Bay Area.

The measures support Shenzhen in promoting entrepreneurship to create employment opportunities, encouraging flexible employment and boosting job opportunities for people with employment difficulties.

It has been proposed to expand employment and entrepreneurship opportunities for Hong Kong and Macao residents, promote the construction of the Shenzhen-Hong Kong innovation and entrepreneurship base and push forward skill-training and vocational education projects.

According to the measures, Shenzhen is encouraged to promote the comprehensive reform of international talent management, explore the establishment of a list system of urgently needed talents and broaden the channels of international talent recruitment.

It has been proposed to reinforce the cultivation of innovative professionals and highly skilled talents, pilot the mutual recognition of professional qualifications in the Greater Bay Area, deepen reform in the evaluation system for skilled talents and promote quality vocational education in Shenzhen.

The measures also support Shenzhen in developing an endowment insurance system that consists of basic endowment insurance and supplementary endowment insurances.

The city is encouraged to increase unemployment insurance fund expenditures, provide access to unemployment insurance for the flexibly employed and accelerate the linkage of social insurance rules among Guangdong, Hong Kong and Macao.
