Criminal charges filed against 39 people

THE Shenzhen Municipal People’s Procuratorate has brought charges against a total of 39 people including Wen Ruixiang and Lai Caixing for a series of offenses, such as intentional injury, forced trading, illegal detention and robbery, Shenzhen Special Zone Daily reported yesterday.

Xiao Houming, who was confirmed dead, used his identity as a member of a mafia organization called Shuifangbang to gather a group of idlers to conduct illegal activities in Songgang, Bao’an District.

Xiao gradually established a mafia organization and became the leader, with key members including defendants Lai Caixing, Wen Qinghe and Wen Zhixuan, according to the report.

Wen Ruixiang took over Xiao’s position after he died in 2008.

It was said that the mafia organization led by Xiao and Wen had conducted a myriad of illegal activities, such as opening a casino, running illegal gambling, trafficking drugs and organizing prostitution, which seriously disturbed economic and social order in Songgang.
