SZ unveils task list for business environment improvement

AFTER issuing 16 measures to support companies through the ongoing COVID-19 outbreak, Shenzhen has unveiled a key task list for the year in an effort to better its business environment.

The move is aimed at creating a stable, open, transparent and predictable world-class business environment ruled by law, the city government said at a press conference interpreting the measures yesterday.

The list covers 14 fields, including business registration, construction project approval, municipal facility access services, company financing, tax services, cross-border trade, market supervision, intellectual property right protection and application, and inclusive innovation, in 210 detailed reform measures.

Greater efforts will be made to further cut red tape and reduce operation costs by upgrading smart services in administrative approval processes, with the aim of reducing the city’s average in-person visits to the administrative service center to less than 0.3 times per approval, according to the conference.

“Previously, five administrative items needed to be handled before establishing a new company. Now we have combined these into one procedure for convenience,” said Huang Shengwen, deputy director of the market supervision bureau, adding that the procedure can be processed within 24 hours, faster than the national standard of three to four days.

Construction projects will obtain approval within 16-30 workdays.

The city will build an intellectual property right arbitration platform and foster 15 patent portfolios in new-emerging industries of strategic importance.

In order to ease financing difficulties for innovative small- and micro-sized businesses, the city will provide financing of 20 billion yuan (US$2.87 billion) through the city’s innovation and entrepreneurship financial service platform by the end of this year.

Shenzhen topped a ranking for urban competitiveness published by the Chinese Academy of Social Sciences and the Economic Daily in 2019 and was ranked No. 1 in business environment by the National Development and Reform Commission last year. It was also voted the most favorable city for private businesses last year.

By the end of last year, there were around 3.28 million commercial entities in Shenzhen, 3.2 million (97.8 percent) of whom were private businesses. The city topped the country in terms of startup density at 247 commercial entities for every 1,000 people.

Seven Shenzhen-based enterprises, namely Ping An Group, Huawei, Amer International, China Merchants Bank, Vanke, Tencent and Evergrande, ranked on the Global 500 list released by Fortune in 2019. Nearly 300 Global 500 companies have made investments in Shenzhen.
