Deputy Fan: Proposals have been implemented

FOR deputies to the people’s congress, to see their proposals have been implemented is a moment of joy and accomplishment.

Fan Qingfeng, deputy to the National People’s Congress (NPC) and vice president with Shenzhen High-Tech Investment Group Co. Ltd. (SZHTI), was glad to see his proposal on setting up legal compliance organizations to help Chinese enterprises overseas reduce trade dispute risks and participate in global market expansion had been well implemented.

“After the proposal was put forward last year, the Central agencies like National Development and Reform Commission, Ministry of Commerce and Ministry of Foreign Affairs had contacted and discussed with me. I am happy the proposal was first implemented in Shenzhen,” said Fan at an interview with local media.

In November last year, the first legal compliance service center was set up in Shenzhen. And in March this year, Legal Compliance Institute registered at the Shenzhen Municipal Civil Affairs Bureau. The center and institute will help Shenzhen businessmen operate enterprises under the rule of law and prevent risks for global businesses.

At the NPC session last year, Fan also proposed setting up standards in the construction of multi-function intelligence posts. Many cities in China had started construction of smart city capabilities and 5G, but they do not have unified standards. These will bring difficulties in the follow-up resources integration. Through discussions with related ministries, Shenzhen took the lead in setting up intelligent multi-function post standards in the construction of smart cities.

Fan once worked in ZTE, a telecommunications giant in the world, and took a post in the finance industry last year.

Financing difficulty and high lending rates had been sore points for small and medium-sized enterprises (SMEs). Many enterprises are running into difficulties under the impact of COVID-19, but finance guarantee companies like SZHTI have taken on a big burden by discounting guarantee fees to SMEs to ensure them financial support.

“I think the government should work out incentives in taxation and risk compensation to support finance guarantee companies, so that they can better serve SMEs,” said Fan.

For the coming session of the 13th National People’s Congress, Fan said he would make proposals on high-quality development based on the difficulties and problems that the financial industry is facing.

“Entrepreneurship investment plays an irreplaceable role in fostering an independent innovation capability. I think we will further improve the entrepreneurship investment ecological system and attract more private investments to newly emerged industries and futuristic industries. This will better push forward implementation of innovation-driven high-quality development,” said Fan.
