Shenzhen, a competitive talent pool

This year marks the 40th anniversary of the Shenzhen Special Economic Zone. To mark the occasion, we are publishing a series of reports celebrating the city’s achievements in different aspects over the past four decades.

WHEN Shenzhen Special Economic Zone was founded in 1980, there were only two professionals, one being a tractor technician and the other a veterinarian.

Forty years later, employees working in the science and technology sectors have exceeded 2 million. The high-level professionals in the city have reached 16,000 and those returning from overseas after graduation have reached 140,000. The number of full-time academics working in the city have reached 46.

Shenzhen, a city that became prosperous because of talented workers, has always taken working talents as a primary resource and has been constantly creating an environment for talent growth through upgrading policies and services.

Since 2002, the city has implemented policies to attract talented workers from overseas and, in 2008, it took the lead in China to implement the “1+6 measures,” offering fund subsidies, learning programs, and services for employment and education of foreign staff’s spouses and children.

The Peacock Program was unveiled in 2011 to introduce high-end professionals and teams from overseas.

To create a fair market environment, the city established a social participation mechanism to protect intellectual property rights, set up special funds to encourage industrial associations and service institutions to participate in work on intellectual property rights (IPR) protection. The city also established a judicial mechanism to clamp down on IPR infringement and strengthen the protection of trademarks and business secrets.

The city set aside 100 billion yuan (US$14 billion) to set up Shenzhen Talents Housing Group, an organization responsible for constructing housing attractive to overseas talent, and 10 billion yuan to set up the talent entrepreneurship fund, offering seeding funds for startups.

Through legislation, the city promulgated a regulation in 2017 to designate Nov. 1 as “Shenzhen Talents Day.”

The city selected and cultivated potential talented workers to meet the needs of State strategies and Shenzhen’s development in key areas and key industries.
