Meaning:

“跳” means “to bounce,” and “票” is short for “支票” (zhīpiào), which means “check.” A bounced check is slang for a check that cannot be processed because the account holder has nonsufficient funds (NSF) available for use. Banks return, or “bounce,” these checks, which are also known as “rubber checks” (because they bounce!) rather than honoring them, and banks charge the check writers NSF fees to cover the cost of processing. Chinese netizens use this term to refer to frauds in general. In games, film and consumer electronics industries, this term is often used when a company fails to launch a new product as scheduled.
