SZ to subsidize home-based accessible facility renovation

SHENZHEN is soliciting public opinion on the construction of the barrier-free city through a regulation draft that has recently been published on the website of the Standing Committee of the Municipal People’s Congress, the Southern Metropolis Daily reported.

According to the draft, the city is planning to subsidize the installation of home-based disabled-accessible facilities, so as to make the life of people with disabilities more convenient.

The draft requires that fire, police, medical emergency and traffic accident call systems should add functions such as one-touch calling and transferring calls to meet the demand of the disabled and those need the help of police and medical responders.

Shenzhen will boost the accessibility of elevators to the disabled. It is required that barrier-free elevators should be installed in transportation hubs such as the airport, high-speed rail stations and checkpoints, as well as metro stations and footbridges on main roads, in major commercial areas and large residential areas.

Meanwhile, taxis and car-hailing platforms are encouraged to provide accessible services for people with disabilities.

The draft also expands the scope of public interest litigation, including failure to comply or damaging or occupying barrier-free facilities in accordance with the accessibility standards and norms, resulting in the damage of social and public interests.

The draft empowers the Shenzhen Disabled Persons Federation and the Shenzhen Women’s Federation to file public interest litigation as litigation subjects, so as to strengthen judicial protection.

For instance, if a barrier-free parking space is occupied by a motor vehicle other than a vehicle driven by a physically disabled person, and affects the use of the disabled person, the traffic authority shall order the violator to make corrections and impose a 500-yuan (US$76.15) fine.

A parking lot operator shall be fined 500 yuan if they fail to stop the occupation of barrier-free parking spaces, according to the draft.

The city also plans to designate Dec. 5 as the city’s Barrier-free City Publicity Day every year, as written in the draft. (Zhang Yu)
